Cumberland, MD - Cecil Edward Portmess, 67, of Cumberland, Md., passed away peacefully on April 22, 2026.
He was born Oct. 24, 1958, in Cumberland to the late Francis and Jessie (Johnson) Portmess. In addition to his parents, he was preceded in death by his older brother, Robert Wayne Portmess.
He graduated from Fort Hill High School in 1976 and soon after answered the call to serve his country by enlisting in the U.S. Army. Over a distinguished career spanning more than 22 years and retiring with the rank of Staff Sergeant, his service was highlighted by time spent as a Green Beret, serving with the 5th Special Forces Group (Airborne).
Cecil cherished time with his family, friends and animals. Whether working with horses, overhauling vehicles or tackling a new project, his hands were rarely still—he had a natural drive to fix, build and improve whatever was before him.
Surviving him are his daughter, Virginia Marie Portmess; siblings, Carl Portmess (Tammy), Patricia Butts (Raymond), Brenda Ross, Keith Portmess (Patti) and Warren Portmess (Ronna); his large extended family, including numerous nieces and nephews; and many friends.
A visitation will be Thursday, April 30, 2026, from 5 to 7 p.m. at Scarpelli Funeral Home, P.A., 108 Virginia Ave., Cumberland.
Visitation will continue Friday, May 1, from 10 to 11 a.m. at the funeral home, and a funeral service will begin at 11 a.m.
Full military honors will be provided by the United States Army and assisted by the American Legion Post 13 Veterans Honor Guard.
Internment will be in Maryland Veterans Cemetery at Rocky Gap, Flintstone, Md.
The family requests memorial contributions be directed to the local VFW or American Legion or animal shelter.
